Britain and France Plan to Send Military Personnel to the Country in the event that a Peace Deal is Agreed

The London and Paris have formalized a statement of purpose concerning the deployment of armed personnel in Ukraine if a peace deal be concluded with Moscow, the UK Prime Minister, Starmer, has announced.

Subsequent to talks with Ukraine's allies in Paris, he said that the two nations would "set up operational bases throughout Ukraine and construct fortified structures for military hardware and defense matériel" to deter any subsequent invasion.

The partner countries also proposed that the US would play the primary role in overseeing a halt in hostilities.

Moscow has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this latest declaration.

Context and Continuing War

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow at this time holds roughly 20% of the country's land.

"This is a vital part of our commitment to be alongside Ukraine for the foreseeable future," remarked the British leader.

National leaders and top officials from the "Allied Coalition" took part in the recent discussions.

He stated at a combined announcement, Starmer further said: "It establishes the framework for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Top American diplomat Steve Witkoff said that "long-term security guarantees and robust reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a key demand made by Ukraine.

Witkoff said the partner nations had "mostly completed" their work on finalizing such assurances "so that the people of Ukraine know that when this conflict ends, it ends forever."

The former US envoy, ex-President Donald Trump's special envoy, also was involved in the discussions.

Meanwhile, French President Emmanuel Macron declared that Ukraine's supporters had made "major advances" at the negotiations.

He noted that "comprehensive" defense assurances for Kyiv had been reached in the event of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "significant step forward" had been made in the talks, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the cessation of the war.

Earlier, he said a settlement was "mostly finalized". Agreeing on the last 10% would "decide the future of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the heart of unresolved issues for negotiators.
  • Putin has often said that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to finish the war.
  • Kyiv has thus far rejected ceding any land, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia follows suit.

Moscow currently controls about 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The two regions form the industrial region of the Donbas.

The earlier US-led comprehensive peace plan that was extensively reported to the media last year was seen by Kyiv and its European allies as being strongly biased in Russia's direction.

This triggered weeks of high-level negotiations – with the involved parties trying to revise the document.

Last month, The Ukrainian government presented the US an updated 20-point plan – as well as separate documents describing prospective security guarantees and provisions for Ukraine's reconstruction, he stated.
